Does art have to 'Say' something?

I have heard many an artist claim that good art must have a message, or say something. I am always curious about this. Who should art speak to? The person creating it, or the person viewing it? Isn't it enough sometimes to just be pretty, peaceful,cute, or maybe just match the curtains? If that's all it is, is it still art?
One of my paintings I did years ago had a meaning to me that in my opinion was obvious. Yet when I showed it to others and asked opinions on what they saw and thought the meaning behind it was, not a single person thought it was what I intended it to be. So did I do a bad job representing, or is that just the way it is. Art, good or bad, meaning or not, is in the eye of the beholder isn't it? Just something to ponder.
